Morocco Invests Over $470 Million in Natural Disaster Management


Morocco’s Interior Minister, Abdelouafi Laftit, told the Council of Ministers in Rabat on Tuesday that 325 projects worth a total of MAD 4.72 billion ($471 million) had benefited from funding under the “Incentives for the Development of Disaster Risk Reduction and Prevention Activities” program.

Regarding the “management of risks associated with natural disasters,” Laftit explained that the program in question received funding from the Fund to Combat the Effects of Natural Disasters, which accounted for one-third of the total amount.

He emphasized that the program under discussion is one of the three components of the Integrated Natural Disaster Risk and Resilience Management Program, which was established as part of the Interior Ministry’s proactive strategy to monitor, control, and track disasters rather than just responding to them after they occur.

The second sub-program focuses on improving the institutional framework and developing strategic planning mechanisms for managing risks associated with natural disasters, the minister explained, adding that this has resulted in the adoption of a national strategy for managing these risks for the years 2020–2030.

He emphasized that this plan is a crucial tool for bringing together the strategic visions of all parties involved. In particular, the minister explained, it promotes an integrated, participatory approach, strengthens coordination and good governance among the various public authorities, and builds the capacities and resources of organizations involved in monitoring, relief and intervention.

As for the third sub-program, the minister clarified that it aims to enhance the process of funding and providing insurance against the risks connected with natural disasters.

In addition, Laftit mentioned the establishment of a compensation system for victims of natural disasters as a result of the enactment of law 110.14, which he said establishes a framework for covering the aftermath of catastrophic events.

This system introduces a dual compensation system, by merging two different programs: one for victims with insurance contracts, which is an insurance plan, and another for people who are not insured, which is a solidarity fund against natural catastrophes that provide compensation, he concluded.
